Unplanned, environmentally sensitive, 1400 acre land parcel in the most heavily industrialized section of Oxnard.
Outline a plan that would yield satisfactory financial returns while simultaneously serving as a catalyst for revitalizing the commercial and residential life of South Oxnard and protectively addressing the myriad of environmental issues related to the dunes, wetlands, vegetation and wildlife indigenous to the site.
Working as part of an Urban Land Institute (ULI) Advisory Services Panel: visited the site; analyzed existing economic, demographic and research information relevant to the market; interviewed 85 interested business, political and residential members of the community; participated with other marketing, development, environmental and land planning consultants to reach consensus on the highest and best use for the land and on the imaginative development approaches needed to safeguard the environmentally sensitive character of the parcel.
Mixed use development comprised of large ope n space parcels devoted to wetlands preservation, recreational uses and commercial/residential buffering; strategically placed “swing parcels” available for opportunistic commercial, industrial or residential use without negatively impacting development on adjacent parcels; industrial expansion parcels; and both high and low density residential parcels.
